The school leaving certificate in Pakistan: what it must contain, and how to stop it being forged
A character certificate typed on a letterhead can be reproduced by anybody with Word. The next school knows that, which is the whole problem.

A school leaving certificate is a small document that carries a surprising amount of weight. The next school will not admit a child without it. A board may ask for it. Years later it may be the only paper that proves a date of birth. And in most Pakistani schools it is produced the same way it was thirty years ago: typed on a letterhead, signed, stamped, handed over, and not recorded anywhere in particular.
That is the problem. A document anybody with Word and a scanner can reproduce is a document the receiving school has no reason to believe — which is why admissions offices phone to check, and why the call usually reaches somebody who was not there when it was issued.
What the certificate has to say
Formats differ by province and by board, but the receiving school is looking for the same facts every time. Leave one out and it comes back.
- The student's full name, and the father's name, spelled as they appear on the B-Form.
- Date of birth in figures and in words. The words exist because figures can be altered with a pen.
- The class the student studied up to, and the class they were promoted to, if they were.
- The date of admission and the date of leaving.
- Conduct, and the reason for leaving.
- Whether dues are cleared, if your school states that.
- A serial number, the date of issue, the head of institution's signature and the school stamp.
The serial number is the whole point
A certificate without a number is a letter. A certificate with a number that the school can look up is a record. The number should be issued in sequence, never reused, and kept in a register that says who it was issued to, when, by whom, and whether it was later cancelled.
A readable scheme helps more than it sounds: something like BFS-SLC-2026-0147 — the school’s initials, the type of certificate, the year and the sequence. Anyone holding two certificates can tell at a glance which came first.
Making it checkable in seconds
The modern version of the admissions phone call is a QR code printed on the certificate. The receiving school scans it and a page answers one question: is this genuine. Three things make that work.
The code points at your record, not at the document
A QR code that just encodes the student’s name proves nothing — a forger can print that too. It has to resolve to a page on the issuing school’s system that was created when the certificate was issued.
The answer includes “cancelled”
Certificates get issued by mistake, or replaced. If the only possible answers are genuine and not-found, a withdrawn certificate keeps verifying forever. Cancelling must be a state the check can report.
Nobody needs an account to check
The person verifying is at another school. If they have to register, they will phone instead.
A process that survives the person who runs it
- Issue from the student's record, not from a blank template. The name, father's name and dates are then the ones the school already holds, not the ones somebody retyped.
- Never edit an issued certificate. Cancel it and issue a new number. An edited document has no history, and history is what you are selling.
- Keep a copy of what was issued, not just the number. Years later somebody will ask what it actually said.
- Decide in advance what happens when a student leaves with dues outstanding, and apply it to every family the same way.
- If the SLC ends the enrolment, let it mark the student inactive in the same action, so the fee register stops generating for a child who has gone.

Can we refuse to issue one over unpaid fees?
Schools often try, and it is the most common reason this document turns into a dispute. Whatever your policy, write it down, apply it to everyone, and keep the fee question and the record question separate in your own files.
How does a QR code help?
The next school scans it and a page says whether the certificate is genuine, cancelled or unknown. It takes seconds, needs no phone call to your office, and makes a forged copy useless because the forger cannot create the record behind the code.
What if a certificate was issued by mistake?
Cancel it rather than editing it. The original number stays in the register and anyone who checks it is told it was cancelled, which is the honest answer. Then issue a fresh one with a new number.
